Within the Compliance and Technical Services directorate at MTVH our key focus is to ensure our residents homes are warm, safe and dry. Due to expansion across the wider team, we currently have 5x Contract Officer vacancies within the Compliance and Technical Services directorate. The below describes the role of a Contract Officer and the teams in which there are vacancies. These include our Access team, Water Safety, Fire Safety team and our Mechanical and Electrical Services teams.

Contract Officer – Access (1x Vacancy)

Regulatory Compliance is essential to ensuring that our residents’ homes are safe, habitable, and meet their needs. The Access team, within Compliance and Technical Services is critical for gaining access to our properties, and to prevent the need to apply to court where possible. Where a court referral is unavoidable your team is also responsible for making sure access attempts and any vulnerabilities have been recorded and to manage the documentation around injunction and possession proceedings.

As a contract officer within the access team you will work to arrange access to ensure compliance checks are carried out and all evidence is collated. The role will include liaising with residents, contractors and other key stakeholders, providing excellent customer service and playing a key role in keeping our properties warm, safe and dry.

Contract Officer – Water Safety (1x Vacancy)

As a Contract Officer you will work within the Water Safety services team under the Compliance and Technical Services directorate to ensure our buildings are kept compliant with statutory requirements. The role will be a key part in ensuring that we meet our inspection and servicing program, ensuring that these are completed in accordance with their due date. The water safety team ensure that Water Risk Assessments are undertaken on all our Care and Support properties along with a selection of Higher Risk General Needs Properties, these are undertaken every 2 years and provide the basis for planning a monthly water safety monitoring and control programme of works that maintains compliance throughout these properties. As a Contract Officer you will ensure that our contractors maintain the water monitoring, servicing and remedial programmes in accordance with recommendations identified from the risk assessments. Your role will include an intense review of all data supplied by the contractors onto True Compliance on a daily basis and review and follow up all non-compliances identified. In undertaking this role you will be provided with training and support from the team to ensure you have the technical ability to identify issues and understand and provide recommendations that comply with current legislative and technical guidelines in what is a constant state of flux.

Additionally, you will work with our other Compliance and repairs teams in supporting them in providing excellent customer service and playing a key role in keeping our properties warm, safe and dry.

This role also requires the occasional supportive duties to assist the wider Heating & Water Safety Team on domestic and commercial heating issues during times of high workload.

Fire Safety – FRA Remedial Program (1x Vacancy)

As a contract officer you will work within the Fire Safety Team within the Compliance and Technical Services directorate to ensure our buildings are kept compliant with statutory requirements. The role will be play a key part in delivering FRA Remedial program, ensuring the FRA Remedials are completed in accordance with their due date. The role will include liaising with residents, contractors and other key stakeholders, providing excellent customer service and playing a key role in keeping our properties warm, safe and dry.

Mechanical and Electrical Services (2x Vacancy)

As a contract officer you will work within the Mechanical and Electrical services team within the Compliance and Technical Services directorate to ensure our buildings are kept compliant with statutory requirements. The role will be a key part in ensuring that we meet our inspection and servicing program, ensuring that these are completed in accordance with their due date. Additionally, you will support repairs and replacements to equipment, as required. The types of equipment and system you will have responsibility for may include electrical installations, ventilation systems, aerials, lightening protection and fall arrest protection. The role will include liaising with residents, contractors and other key stakeholders, providing excellent customer service and playing a key role in keeping our properties warm, safe and dry.

Key Responsibilities

Work closely with your Contract Manager to deliver programmes of work that offer value for money and deliver good outcomes to the business, stakeholders and customers. Co-ordinate with internal MTVH teams and external stakeholders where necessary
Challenge poor service in line with KPIs, and to ensure good customer service to front line staff and residents and escalate issues as appropriate to the contractors contract manager/s, and MTVHs Contract Manager

Conduct regular reviews to ensure data integrity.
Proactively request, collate and analyse information from front line staff, contractors and consultants to assist in the preparation of reports detailing programmes of work and performance (including KPIs). Ensure the data is accurate.
Working with the Contract Manager plan, instruct and monitor repairs, renewals and replacements and ensure any items installed are cost effective and meet statutory, regulatory or MTVH requirements and are in line with KPIs Be responsible for the contractor keeping the relevant stakeholders informed of these works.

What you'll need to succeed

Good working knowledge of the regulatory framework governing compliance; repairs; sustainability or planned workstreams that you will be responsible for
Experience of working with contractors
Organised and prioritises work to meet deadlines in a pressurised customer service environment.
Use information gathered to diagnose problems, draw logical conclusions and suggest clear and practical solutions based upon your analysis
Experience working with data
Excellent PC skills including Microsoft Office packages Outlook, Word and Excel

Interviews will be a combination of competency based interview questions, and a writing and excel test.
