MUJV Limited is a joint venture company with a turnover of £24million, formed for the specific purpose of delivering the Project Allenby Connaught (PAC) contract, as the multi utility network provider. The equal shareholder companies of the joint venture are UK Power Networks Services and Veolia. MUJV's main client is Aspire Defence.

All staff in MUJV are seconded from one of the shareholder companies and their terms of employment are defined by that company. The role and responsibilities are set by the Executive Directors of MUJV Limited under governance from the shareholder.
The primary contract is between MUJV Limited and Aspire Defence Services and is for the operation and maintenance of the utility infrastructure across the army garrisons in the Salisbury Plain area (Tidworth, Bulford, Warminster and Larkhill) and also the garrison at Aldershot. In addition to this, the company undertakes works contracts for the design and installation of water, wastewater, gas and electricity infrastructure to new MoD assets.
MUJV subcontract delivery of water and wastewater infrastructure to Veolia, the electricity infrastructure to UK Power Networks Services and gas infrastructure to Aquasco and GS Energy. MUJV monitor and manage these entities in relation to HSEQ performance.

Job Purpose

The main purpose of the role is to lead and manage MUJV on all Health, Safety, Environmental and Quality aspects, to ensure compliance on all legislative, regulative, contractual and project requirements and the responsibility for the Health and Safety of over 100 personnel working on PAC.

This includes:

To own and manage the MUJV's Integrated Management System.
The development and implementation of safe systems of work, together with maintaining and managing the HSEQ policies and procedures, including ISO accreditation.
To prepare, present and implement MUJV's HSEQ policies and procedures.
To ensure HSE documentation is written in compliance with legislation and contractual project requirements.
Standard setting and monitoring of competencies of MUJV's staff.
To manage HSEQ training for MUJV's staff as identified by training needs analysis.
Presentation of reports to the client and representation of MUJV at senior client management meetings always working to ensure that the relationship with the client and interested parties is a top priority.
The identification and development of new safety opportunities.
Provide HSEQ reports to the Client plus MUJV's Executive and Board as required.
Engendering the involvement and support of subcontractors as part of an integrated project team approach (essential to ensure the continual HSEQ high standards on the project are met) with the key objective of sharing safety initiatives and promoting best practice.

Duties

Provide day to day HSEQ advice & support to the Managing Director, Operations and Capital Works team.
Provide leadership, direction and ownership of HSEQ delivery of the project.
Coordinate, monitor and manage MUJV in accordance with ISO 9001, 14001 and 45001 standards and certification.
Oversee the development, implementation and control of Processes and Procedures
Management of all internal and external audits.
To ensure Statutory Auditors are appointed in accordance with the approved governance and that audits are completed and accounts filed within required time frames with no audit qualifications.
Management of document control.
Management of MUJV HSEQ policies and procedures.
Provide out of hours support in emergencies.
Liaison and interface with client, shareholder and contractors on all HSEQ topics.
Management and escalation of HSEQ events
HSEQ site inspections at various locations from Warminster to Aldershot.

Scope

This is a professional role which oversees all the Health, Safety, Environmental and Quality aspects for the company. You will be a member of the Senior Leadership Team reporting directly to the Managing Director.
The jobholder needs to maintain excellent relations throughout the company and client organisational structures together with being an ambassador of MUJV's values. This includes being an exemplary role model for safety related behaviours. The HSEQ Manager is responsible for ensuring that all HSEQ tasks are completed accurately and on time.

Experience

NEBOSH Cert in Construction (minimum), Diploma preferred
Recognised qualifications or competence in quality management systems and auditing (HNC minimum)
Recognised qualifications or competence in environmental management systems
Experienced with Microsoft Office
Hold a valid UK driving licence
Essential - Experience in auditing to ISO standards and in delivering quality systems through to accreditation
Essential - Knowledge and experience of business procedural documentation and process mapping, such as a Quality Management System (QMS).
Essential - A good understanding of behavioural safety and occupational health aspects of H&S
Preferred - Knowledge of specific utility work or construction related HSEQ issues
Preferred - Working knowledge of environmental legislation and its application around the activities of water, gas and electricity construction and maintenance works
Preferred - Able to challenge the way things are done and identify ways in which processes can be improved and optimised
