Job Description

JOB SUMMARY

The SSHO is responsible for managing, implementing, and enforcing the project Accident Prevention (Safety) Plan. The SSHO shall provide full-time on-site safety and occupational health management, surveillance, inspections, training, and safety enforcement. The SSHO is responsible for ensuring the workplace's safety and security to provide smooth operations and implement safety practices within the premises. The SSHO will inspect the condition of the workplace, small tools, and operated equipment, and report any failures and defects for immediate resolution. The SSHO will facilitate safety training and programs for the onsite tradesmen to reiterate safety protocols and policies for strict compliance. The SSHO reviews safety and environmental incident reports, recommends safety, security, and environmental response actions, and develops safety initiatives.

DUTIES AND RESPONSIBILITIES

  1. Ensure compliance with all occupational health and safety (OHS) guidelines and EM 385 1-1 on assigned projects.
  2. Create and implement site-specific Accident Prevention (Safety) Plans for construction following EM 385 1-1, technical specifications, and other regulatory requirements.
  3. Create and implement site-specific environmental plans, including coordinating any hazardous materials remediation plans with the abatement contractors.
  4. Create Activity Hazard Analysis (AHA) and Work plans based on the project schedule and definable features of work. Coordinate the development with AHAs with subcontractors (where applicable). Conduct safety briefing and Safety at preparatory meeting and preconstruction meetings.
  5. Develop and implement Occupational Health and Safety (OHS) training programs for on-site trades and supervisory personnel.
  6. Implement a Job Safety Analysis (JSA) program that defines and controls the hazards of processes, jobs, and procedures. JSAs are systematic examinations and documentation of every task within jobs to identify hazards and how to control tasks.
  7. Provide project safety orientations and briefs. Conduct weekly job site “toolbox” safety meetings for on-site trades and supervisory personnel, including providing handouts and a meeting sign-in sheet. Post documentation to Procore and RMS (where applicable).
  8. Conduct daily site safety inspections, including PPE compliance, the condition of small tools, temporary facilities and power, operated equipment, working platforms (including ladders, scaffolding, and aerial lifts), perimeter fencing and gates, fire extinguishers, etc. Provide a written safety report and post documentation to Procore and RMS (where applicable).
  9. Conduct regular inspections of stormwater and erosion controls by the approved SWPPP. Provide a written inspection report and post documentation to Procore and RMS (where applicable).
  10. Maintain applicable safety reference material on the job site, including Material Safety Data Sheets (MSDS), Safety Data Sheets (SDS), and library. Ensure that all emergency response and first aid information is posted in a location accessible by all on-site personnel. Maintain copies of all safety documents, safety inspections, SDS sheets and all safety certifications of ALL contractors.
  11. Lead all job site First Aid responses following the company’s accident response plan.
  12. Lead and document near miss and incident investigations performing root cause analysis.
  13. Lead all on-site accident investigations together with the company Safety Officer and Superintendent. Coordinate the investigative efforts of insurance companies, project owners, and regulatory agencies (e.g., OSHA).
  14. Oversee crane inspections, ensuring both operator and crane equipment certifications. Ensure load testing of the crane before material hoisting.
  15. Be available on-site whenever work is being performed and perform site inspections and observations through the entirety of each work shift.
  16. Complete all safety and environmental documentation, including weekly “Toolbox” safety meetings, daily safety inspections, SWPPP inspections, deficiencies and corrective actions, man-hours worked, and any incidents.
  17. Enforce all safety and environmental policies and procedures. Ensure that all personnel have the proper PPE and are instructed in their use, including safety helmets (hard hats), safety vests, eye protection, hearing protection, dust masks and respirators, safety boots, gloves, harnesses, back supports, etc.
  18. Inspect all operated equipment for proper working order, including lights, turn signals, “backup” alarms, brakes, and leaks (hydraulic, oil, and fuel).
  19. Ensure that all tradesmen have the proper training and certifications associated with the risk, such as fall protection, aerial lift, scaffolding, trench excavation, confined space entry, abatement, etc.
  20. Ensure that all perimeter security is in place and properly installed, including fencing and gates, barricades, warning and safety signage, traffic control, temporary lighting, etc.
  21. Ensure that safety standards for workplace ventilation and lighting are complied with.
  22. Ensure that all temporary power is properly installed and grounded, including power poles, generators, electrical cords and GFIs, etc. Enforce Lock-Out/Tag-Out (LOTO) procedures on energized panels.
  23. Ensure that on-site solvent and fuel storage is compliant with safety and environmental requirements, including storage in certified storage containers. Fuel storage must include spill containment, grounding, fire extinguishers, and safety signage.
  24. Ensure that all company-furnished worker PPE, first aid kits, and other safety equipment (such as harnesses) are available on-site.
  25. Conduct site safety briefings for all on-site trades and supervisory personnel, including new hires.
  26. Ensure sub-contractor compliance with safety and health requirements, including the identification of a safety officer and contact information for each firm.

REQUIRED SKILLS AND ABILITIES

  1. Knowledge of construction safety and current Federal and OSHA requirements
  2. Must be able to meet deadlines and contribute to a positive, safe, high-quality culture.
  3. Proficient skills in MS Word, Excel, Outlook, and Procore, RMS
  4. Effective written and verbal communication skills
  5. Excellent leadership abilities, problem-solving techniques, and conflict resolution skills.
  6. Ability to multi-task, prioritize, and manage time efficiently.
  7. Ability to physically stand, bend, squat, walk, and climb ladders throughout the workday.

EDUCATION AND EXPERIENCE

  1. Not required: Bachelor’s degree or vocational certifications in occupational safety and health, or related field.
  2. 3 years of previous experience with construction workplace safety and compliance programs.
  3. Average of at least 8 hours of formal safety training each year for the last 5 years.

  • Blood Borne Pathogen
  • First Aid/CPR
  • Scaffolding Safety Training (Competent Person)
  • Aerial Work Platform Safety Training (Competent Person)
  • 30 Hr. OSHA Construction Safety and Health Training
  • OSHA 8-Hour HAZWOPER
  • ANSI/ASSE Z359: Fall Protection (Competent Person)
  • OSHA Confined Space Entry Training for Construction
  • 40-Hour EM 385-1-1 Hazard Recognition Course
  • Hazardous Communication Training
  • Level 1 Anti-Terrorism Training
  1. Knowledge of the current local and state regulations and guidelines, including changes.
