Technical Manager - Proposals

Reporting to the Business Development Director

Based in: Wilton

Position overview:

Sembcorp is engaged with a wide range of developers, technology providers, energy companies and downstream companies (“Operators”) that are developing energy transition projects (“Projects”) such as SAF, CCUS, e-Fuels, Hydrogen, Solar and Wind, as well as developments in infrastructure such as Data Centres and Power assets. These Projects are going through a typical project development lifecycle of site selection, study, feasibility, pre-FEED, FEED, FID, Implementation (EPC) and Operations. Sembcorp as site owner and OSBL provider will interface with Operators throughout this project development lifecycle to ensure successful delivery of the overall asset.

In the early phase of site selection, study, feasibility and pre-FEED, Sembcorp will be generating high level Technical and Commercial proposals that offer site and OSBL solutions to Operators, as they themselves develop ISBL and overall project implementation solutions. The Technical Manager – Proposals will lead all the technical requirements for such proposals, working collaboratively with Business Development, Proposal Management and Commercial to develop compelling technical and commercial offers, ensuring Operators select Wilton as their development site, and that the projects progress into FEED. It is envisaged that once the project reaches FEED, the Sembcorp Proposal team will hand over to Sembcorp Project Development team who will then see the project through FEED and into FID.

Key Roles and Responsibilities:

  • Lead all technical discussions with Operators, and develop all technical inputs and documents, from initial enquiry through to start of FEED.

  • Ensure that technical requirements are clearly established early in the enquiry process to support Business Development making a bid/no-bid recommendation, such that resources can be properly allocated to those Projects most likely to move into FEED.

  • Manage agile multi-discipline engineering teams (3-5 people) to develop credible technical solutions for Sembcorp scope of services. Such engineering teams may include third party engineering service providers.

  • Manage third parties to ensure delivery of engineering and other consultancy services.

  • Work closely with Business Development and Proposal team to develop win strategies and compelling proposal solutions that enable Operators to select Wilton site and progress the Project into FEED.

  • Support Commercial Proposals in build-up of Sembcorp Project cost estimate, and Sembcorp revenue and income forecasts for the Project.

  • Interface with Sembcorp Operations and Engineering to ensure that Project technical solutions are fully aligned with the capacity and capability of the existing Sembcorp assets, and/or develop solutions to upgrade/scale-up those assets.

  • Interface with relevant regulatory bodies on Project technical requirements.

  • Provide technical inputs/annexes as part of Project contract negotiations and award

  • Work closely with the Sembcorp Project Development Manager to ensure smooth handover of technical materials as the Project moves into FEED.

  • Support Proposal Manager in developing Project proposal budgets, and in managing approved budgets.

  • Participate in the Sembcorp strategy process.

  • Participate in Project bid/no-bid meetings, and in bid submittal approval process.

  • Stay abreast of technology developments in the energy transition and infrastructure space including SAF, e-Fuels, CCUS, Hydrogen, Wind, Solar, Power Generation and Data Centres.

    Technical Competencies

  • Financial awareness - Understands and is aware of the financial business drivers. Can develop first class technical solutions in support of those financial drivers, to maximize the opportunity for Projects taking positive FID decisions.

  • Proposal Practices - Has a first class understanding and experience of how Operator Project opportunities are progressed from initial enquiry into award, from site selection/early studies through to FEED, and ideally beyond into EPC.

  • Customer Management - Proactively works with key customers to maximise value. Facilitates best practice throughout the interaction with customers.

  • Actively works with key customers to understand their business drivers and develop areas for mutual benefit. Capable of working across different market segments. Equally at ease working with different scale and size of customer base.

  • Negotiation – Leads, develops and drives technical negotiations with key customers. Is experienced at trading off issues to deliver business benefit.

  • Contract awareness – experienced at drafting and providing technical annexes and content as part of agreeing an overall contract for the Project.

  • Technical – expertise in delivering OSBL solutions in Brownfield and Greenfield environment, and for complex Projects.

  • Technology - desirable attributes will be experience in subject technologies such as SAF, e-Fuels and Hydrogen.

    Essential Skills

  • BEng Chemical/Mechanical/Electrical/Civil Engineering (minimum)

  • Proven track-record of delivering concept/pre-FEED/FEED solutions for OSBL and ISBL in Brownfield and Greenfield developments.

  • Strong self-motivation, flexible, and able to work under pressure meeting challenging deadlines.

  • Able to manage and prioritize multiple tasks and Projects to meet the demands of stakeholders.

  • Excellent communications skills to present to stakeholders, customers and suppliers.

  • Ability to lead engineering teams to deliver technical solutions as part of a larger Proposal team.

  • Contract technical content drafting & implementation.

  • Negotiating & persuasion skills.
